Directions:  From the North take  Highway #23 South following  through Mitchell turn left on to Road 163.  Your will come to an intersection with a flashing light…(corner of Line 20 and Road 163) continue through the intersection  and the church is down on your right.

From Exeter take Highway 83 East . ..83 changes to Line  20.  Continue on to Fullarton.  Turn right at the flashing light and the Church is down a short distance on the right.

There is some parking at the Church parking lot otherwise on the side of the road.

CONSENT DOCKET

The Consent Docket contains a series of standard motions that are part of the preliminaries for each Presbytery meeting but which do not normally require discussion. If anyone wishes to discuss any of them, that one(s) will be removed from the Consent Docket and placed on the floor at an agreed upon time in the agenda. If anyone has a question for clarification about an item on the Consent Docket it will be answered with a brief explanation.

 PRESBYTERY POWERS TO THE EXECUTIVE, that at the adjournment of the current meeting of the Court, the powers of Huron-Perth Presbytery be granted to the Executive of Huron-Perth Presbytery to conduct emergent business of the Presbytery on its behalf.

 * Corresponding Members (being all those who are one time visitors who are not elected Presbyters by their congregations) are reminded that they may speak on any matter before the court but you may not vote on any matter for which a vote is called.

* Delegates to Huron-Perth Presbytery who have been elected by congregations will be made full voting and speaking delegates at Huron Perth Presbytery after the Presbytery secretary has received written confirmation from their pastoral charge secretary stating who their pastoral charge delegates are. Further, self-proclaimed Delegates will not be counted as Delegates until Presbytery has been so advised by letter from the congregational Secretary to the Secretary of Presbytery.

CONSTITUTION OF THE COURT: A quorum being present, the Chairperson of Huron-Perth Presbytery declared the September 23, 2014 meeting of Huron-Perth Presbytery to order at 6:10 pm with these words, “In the name of Jesus Christ the one true Head of the Church, and by the authority vested in me as the chair of  Huron Perth Presbytery, I now declare this meeting constituted,  for worship, fellowship and the transaction of such business as may properly come before it”

MINUTES OF THE MEETING OF THE EXECUTIVE HURON-PERTH PRESBYTERY OF:   May 13, June 20 and August 12, 2014.

WELCOME: Emily Phillips, on behalf of Blyth United, welcomed everyone and shared some of the great things happening at Blyth United such as the relationship with Brussels United, the choir, the active Sunday School and United Church Women’s group. 

WORSHIP:  Robert and Keiko Witmer, Overseas Personnel from Hokkaido Japan led worship and gave a presentation on their work in Japan.

First, the 2015 Canadian Church Calendars are now available to pick up, please email or call if you are in need of large quantities.

Second, ”Feasting on the Word Worship Companion” with liturgies for the first half of year B is now in stock. If you have never tried this series out, now would be a great time to try it.

The “2014-2015 Minister’s Annual Manual” has also arrived over the summer and is available for purchase, as well as “2015 Abingdon Preaching Annual” and “2015 Abingdon Worship Annual”.

The newest book about Phyllis Tickle “Evangelist of the Future” is now on sale with 30% off all in stock copies, and we are currently offering 30% off all in stock titles from Diana Butler Bass, so do not miss out.

Augsburg is now publishing a new annual resource called “Sunday & Seasons: Preaching”. We have several copies of the sampler they released to be used for the 4 Sundays of Advent. This sampler is free, so try it out and see what you think.

Remit No. 7 – Election of General Council Commissioners–President-Elect/Leading Elders

The Question:

Does the Presbytery agree that:

(a) the President or President-Elect or Leading Elder or Leading Elder-Elect of each

Conference be an ex officio commissioner to the General Council; and

(b) the Basis of Union be amended to reflect this policy,

Vote: YES

 Remit No. 8 – Election of General Council Commissioners – Designated Lay Ministers

Does the Presbytery agree that:

(a) the membership of the General Council include members of the Order of Ministry and

Designated Lay Ministers elected by the Conference, but without the requirement that “the

proportion of each being determined by their numbers” as currently provided in sections 7.6.8

and 8.1.1 of the Basis of Union; and

(b) the Basis of Union be amended to reflect this policy,

Remit No. 9 – Ordination/Commissioning Dependent upon Settlement or Call Only

Does the Presbytery agree that:

(a) the only two alternatives available to Ordinands or Commissionands in the transfer /

settlement / first call process be settlement or call; and

(b) the Basis of Union be amended to reflect this policy

OFFICE OF CHAIRPERSON ELECT: Gary Clark

- the General Council will meet next August and one of the reports they will be discussing is the Comprehensive Review Consultation Report.  This may result in major changes at the Presbytery level.  In order to prepare for some of the changes it was recommended that we find out what congregations need from Presbytery.

REPORTS FROM DIVISIONS AND COMMITTEES: 

DIVISION of FINANCE and ADMINISTRATION – Brent Caslick

- John Cartwright was thanked for the work he did on a website.  It was decided to use the old website in the future.  www.h-ppresbytery.ca

- the financial report was given for information only, three charges have not sent in any part of their assessments

- the assessment to London  Conference will increase approximately $16,000.

- the finance committee plans to meet on November 5 to discuss the budget, so all committees are asked to have their financial requests in by that date

PASTORAL RELATIONS COMMITTEE – Harry Disher

1. Motion: Moved by Harry Disher and seconded by Gary Clark that Huron Perth Presbytery approve the motions from Pastor Relations by a show of hands.

Carried.

2. Motion: Moved by Harry Disher and seconded by Randy Covey that Huron Perth Presbytery approve the request of Rev. Meg Runhart to be retained on the Presbytery roll while seeking a call or appointment.

Carried.

3. Motion:  Moved by Harry Disher and seconded by Randy Covey that Huron Perth Presbytery recommend that Rev. Meg Runhart be interviewed by London Conference Interim Ministry committee as a suitable candidate for Interim Ministry in the United Church of Canada.

Carried.

4.  Motion: Moved by Harry Disher and seconded by Randy Covey that Huron Perth Presbytery request London Conference Settlement Committee to appoint the Rev. Valerie Pitt to the part time position as Pastoral Support Minister, Huron Pert Presbytery effective October 1, 2014 until  June 30, 2015 on the terms presented to the Court but not recorded herein.

5. Motion:  Moved by Harry Disher and seconded by Randy Covey that Huron Perth Presbytery

approve the request of Rev. Kathryn Wreford for a transfer of membership from Middlesex Presbytery to Huron Perth Presbytery effective September 23, 2014.

Carried.

6. Motion: Moved by Harry Disher and seconded by Randy Covey that Huron Perth Presbytery appoint Nancy Denham as our representative to the Transition Team at Exeter United Church effective September 23, 2014.

Carried.

7. Motion: Moved by Harry Disher and seconded by Randy Covey that Huron Perth Presbytery appoint Anne Gregory as our representative to the Transition Team at St. John’s United Stratford effective September 23, 2014.

PASTORAL CARE & OVERSIGHT COMMITTEE –

2. Motion: . Moved by Mary Stewart and seconded by David Onn that Huron Perth Presbytery approve the request by Dungannon-Trinity-Belgrave, upon the receipt of an updated application, for Brian Hymers to be granted a license to administer the Sacraments, to forwarded to London Conference.

The executives of the 5 Ontario conferences-London, Hamilton, Toronto, Manitou and Bay of Quinte -plus the All Native Circle Conference met at Five Oaks on September 10 and 11. This totalled about 100 people. Rob and Keiko Witmer spoke and showed slides of their work in Japan.

Five Oaks Presentation:  One afternoon was spent in hearing a presentation by the Board and Executive Director of Five Oaks. Five Oaks is a spiritual retreat centre at Paris, Ontario whose mission is the development of lay leaders for the United Church. It has existed for over 60 years. It is also used by many other groups. The demand for use of the centre greatly exceeds the centre’s capacity.  The board outlined a possible future for Five Oaks as Connectional Space for the future United Church.

The current financial position was outlined.  At present they have a letter of credit balance outstanding of approximately $200,000. In recent months a substantial donation was received from a congregation that closed but this type of funding cannot be depended on .The centre needs substantial renovations as a result of years of deferred maintenance.

Different models for the future were considered and rejected. As the board chair said “We believe we are still a spiritual retreat centre and are not prepared to sell our souls”.

Involvement and agreement by the Six Nations is very much a part of their discussions. The County of Brant and the Grand River Conservation Authority are also involved in any changes.

The Centre is looking for a financial commitment from the conferences for interim sustaining funding until redevelopment can be achieved and for expenses for studies, permits and approvals for redevelopment.

Without investment and partnership the centre may close by July 2015. This could change if a large donation is received or if unexpected expenses arise.

The reaction of the various conference executives was that they needed more financial information but were unable to commit to the amount that is needed without drastically increasing assessments . Several of the Executive Secretaries will be meeting with Five Oaks for further discussions. London Conference was part of a financial rescue several years ago that was understood to secure Five Oaks’ future.

One Order of Ministry Paper:  Rev Dr Bruce Gregerson discussed the paper that has been prepared by the Joint Ministry Working Group. It proposes three options for further consideration:

Option One: One order of ministry that would identify current designated lay ministers serving in pastoral ministry, diaconal ministers, and ordained ministers as all part of one order of ministry while acknowledging several paths of educational preparation. The church would no longer use the terms ordination, commissioning and recognition.

Option Two: All would be ordered, or welcomed into the order of ministry, and then all would be commissioned into a particular expression of ministry. In this option, the working group proposes that the commissioning to an expression of ministry take place at each appointment and be representative of the appointment. One expression of ministry would be the ministry of education, service, and pastoral care. Another would be the ministry of word, sacrament, and pastoral care.

Option Three: All would be ordained, and then those who have followed the appropriate educational part and who chose to do so, would be commissioned to the specialized ministry of the diakonia, the ministry of education, service, and pastoral care. It would offer the sacramental authority to diaconal ministers as a rite of ordination.

London Conference Executive Meeting:   The executive met Thursday morning. A search is under way for someone to fill the contract part-time position of Administrative Assistant, Finance in the Conference Office. Brent Caslick has been approved for the Assistant Treasurer’s position.

The executive discussed the new compensation model. The executive secretary will write to the National Office requesting that its implementation be delayed until July 1, 2016 in order that conferences may have input.

Although London Conference is one of the conferences that could be considered as the host of the 43rd General Council 2018, another conference has expressed an interest in hosting it and London will not be submitting a proposed site.

As a result of a proposal submitted by Gary Clark to the Annual Meeting of London Conference, the Executive Secretary wrote to the Ministry of the Environment requesting that a Level 2 Environmental  Assessment not be required for church property that is being rezoned to residential where the property  has been a church for 90 years. The reply from the Ministry was basically “that’s the law”.

Next Meeting:  The next conference executive meeting will be on November 26 at the Windsor Downtown Mission.

 - Mary congratulated Past Chairman Rev. Peter Kugba-Nyande on his new job in Sunnybrook in Red Deer Presbytery in Alberta and Northwest Conference

- recommended that everyone read the report, from the Comprehensive Review Task Group, on the wisdom it gathered from presbyteries, districts, and equivalent bodies across the church on its discussion paper, Fishing on the Other Side.

-- Covenanting services are tentatively set for:

     - Tracey Whitson-Bahro and Thames Road-Elimville Pastoral Charge on October 19 at 2:00pm     

     - Doug Loucks and St Marys Pastoral Charge on November 2 at 3:00pm

- the next meeting will be October 28 at Thamesview United Church, Fullerton

ANNOUNCEMENTS:

- Kathy Douglas – the Advent Peace Box, a practical tool for worship and study, is available and should be ordered by November 10 in order to have it delivered for Advent

- Anne Gregory – Camp Bimini will have a fund raiser at New Orleans Piazza on October 7

- Flo Cartwright – St. John’s, Stratford will have a Spaghetti Supper fund raiser on September 27

- Gloria Wilbee - everyone is invited to U.C.W. meeting at Duff’s United, Walton Wed. Oct. 1st at 7:30 pm. The Guest Speaker will be former MPP & former Minister of Health, Murray Elston who will be speaking on Amyotrophic Lateral Sclerosis (ALS)  

- Margaret Bakker – Camp Menesetung will have Turkey Supper fund raiser on October 4
